The Acceptance and Proclamation of the Roman Pontiff-elect

INFORMATIVE NOTE
8. The fourth chapter deals with the Acceptance and Proclamation of the Roman Pontiff. The solemn act of acceptance, the choice of name, and the proclamation of the Roman Pontiff are carried out according to the norms of the aforementioned Apostolic Constitution and are accompanied by the reading of the Word of God and the prayer; these are followed by the act of obedience and homage of the Cardinals. The whole ceremony concludes with the solemn thanksgiving chant, Te, Deum, laudamus.
9. If the Elect lacks the episcopal character, it is necessary that he be ordained a Bishop as soon as possible. The Dean of the College of Cardinals or, if he is absent or legitimately impeded, the Subdean or the Cardinal first in order and seniority, after consulting the other Cardinals, decides how to proceed; the Master of Papal Liturgical Celebrations then ensures that the Elect is ordained immediately with a solemn rite, according to what is prescribed in the Roman Pontifical for the election of a Bishop.
10. In this ordination, the Dean of the College of Cardinals will act as consecrating Bishop, or, if he is absent, the Subdean, or, if he is also impeded, the senior Cardinal Bishop.
If the Elect resides outside Vatican City, appropriate provisions shall be established to ensure that he is brought to the Conclave as soon as possible.

58. Once the election has taken place successfully and canonically, the junior Cardinal Deacon calls into the election hall the Secretary of the College of Cardinals, the Master of Papal Liturgical Celebrations, and two Masters of Ceremonies.
The Cardinal Dean, or, if he is absent or legitimately impeded, all the electors, ask the consent of the electee with the following words:
Acceptasne electionem de te canonice factam in Summum Pontificem?
Do you accept your canonical election as Supreme Pontiff?
59. And as soon as he has received the consent, he asks him the following:
Quo nomine vis vocari?
By what name do you wish to be called?
60. The Supreme Pontiff indicates the name he has chosen with the following or similar words:
Vocabor N.
I will be called N.
61. Then the Master of Papal Liturgical Celebrations, acting as a notary and with two Masters of Ceremonies as witnesses, draws up the minutes of the Supreme Pontiff's acceptance and the name he has assumed.
62. If the Elect resides outside Vatican City, the Cardinals electors shall choose two Cardinals to assist the presiding Cardinal until the Elect's arrival and acceptance.
Then the presiding Cardinal and the two Cardinals assisting him shall summon the Substitute of the Secretariat of State, who shall carefully ensure that the Elect arrives in Rome as soon as possible, absolutely avoiding means of public communication, which could violate the secrecy of the Conclave.
Once the Elect arrives in Vatican City, the Substitute of the Secretariat of State shall immediately inform the presiding Cardinal of his arrival and shall carry out his orders precisely.
The presiding Cardinal, after consulting with the two Cardinals assisting him, shall summon the Cardinal electors and introduce the Elect to the Sistine Chapel so that the rite of acceptance may proceed.
63. After acceptance, the Elect, who has already received episcopal ordination, is immediately Bishop of the Church of Rome, true Pope and Head of the College of Bishops; he thereby acquires full and supreme power over the universal Church.
64. If the Elect lacks episcopal character, after acceptance, the Dean of the College of Cardinals or, if he is absent or legitimately impeded, the Subdean or the Cardinal first in order and seniority, after consulting with the other Cardinals, decides what to do so that the Master of Papal Liturgical Celebrations takes all necessary steps to ensure that the Elect is immediately ordained a Bishop with a solemn rite.
65. The Ordination is to take place according to the norms contained in the Roman Pontifical for the Ordination of a Bishop.
In this Ordination, the Dean of the College of Cardinals will act as the first consecrating Bishop or, if he is absent or legitimately impeded, the first among the Cardinal Bishops.
66. After acceptance, the ballots and other documents are burned, as previously stated. It is appropriate, however, that this time, with the advice of the technicians, the so-called "white smoke" be released from the white furnace as a sign that the new Supreme Pontiff has been elected.
67. The Pontiff, after donning his proper vestments in the Sacristy with the assistance of the Master of Papal Liturgical Celebrations, returns to the Sistine Chapel and sits in the Chair.
68. Then the Dean of the College of Cardinals, or, if he is absent or legitimately impeded, the Subdean or the senior Cardinal Bishop, greets the Roman Pontiff with the following words:
Beatíssime Pater,
in hac sollémni hora
in qua per arcánum divínæ Providéntiæ consilium
ad Petri Cáthedram eléctus es,
verba quibus Dóminus noster Iesus Christus
Petro et successóribus eius
promísit primátum ministérii apostólici et amoris
meminísse iuvat,

Most Blessed Father,
at this solemn hour,
in which, by the mysterious design of Divine Providence,
you have been chosen to the Chair of Peter.
Before we raise with one accord
our prayers to God
and give him thanks for your election,
together with the Blessed Virgin Mary,
Mother of God, and all the Saints,
it is fitting that we recall the words
by which our Lord Jesus Christ
promised to Peter and his Successors
the primacy of the Apostolic Ministry and of charity.
69. The Supreme Pontiff rises; all stand and the first of the Cardinal Deacons proclaims the text of the Gospel:
Tu es Petrus, et super hanc petram ædificabo Ecclesiam meam
(You are Peter and on this rock I will build my Church)

70. Then the first among the Cardinal Priests says the prayer for the Supreme Pontiff:
Oremus.
Let us Pray.
Everyone prays in silence for a while.
Oremus.
Deus, qui providentiæ tuæ consilio
super beatum Petrum, ceteris Apostolis præpositum,
Ecclesiam tuam ædificari voluisti,
respice propitius Papam nostrum N.,
et concede, ut, quem Petri constituisti successorem,
populo tuo visibile faciam unitatis fidei
et communionis principium et fundamentum.
Per Dominum nostrum lesum Christum Filium tuum,
qui tecum vivit et regnat in unitate Spiritus Sancti, Deus,
per omnia sæcula sæculorum.

O God, who in your providential design
willed that your Church be built
upon blessed Peter, whom you set over the other Apostles,
look with favor, we pray, on N. our Pope
and grant that he, whom you have made Peter’s successor,
may be for your people a visible source and foundation

71. The Cardinal electors, according to the order of precedence, approach the newly elected Supreme Pontiff to offer him the act of homage and obedience.
72. If the Elect lacks the episcopal character, the act of homage and obedience will be offered to him only after he has been solemnly ordained Bishop.
73. After the act of homage and obedience to the Supreme Pontiff is concluded, thanks are given to God. The Supreme Pontiff intones the hymn Te, Deum.

The Solemn Announcement
of the Election of the Supreme Pontiff
and His First "Urbi et Orbi" Blessing

11. The fifth chapter deals with the Solemn Announcement of the Election of the Roman Pontiff and his first Urbi et Orbi Blessing. According to tradition, the solemn announcement of the election of the Roman Pontiff is first given to the people of God; then the newly elected Roman Pontiff imparts the first Urbi et Orbi Blessing from the external Benediction Loggia of the Vatican Basilica.

74. The first Cardinal Deacon, from the external Benediction Loggia of the Vatican Basilica, announces aloud to the people the election of the new Pontiff, with these words:
Annuntio vobis gaudium magnum;
habemus Papam:
Eminentissimum ac Reverendissimum Dominum,
Dominum N.
Sanctae Romanae Ecclesiae Cardinalem N.
qui sibi nomen imposuit N.
I announce to you with great joy;
We have a Pope;
The most eminent and most reverend Lord
Lord N.
Cardinal of Holy Roman Church N.
Who has taken the name N.
75. Shortly thereafter, the Roman Pontiff himself, preceded by the Cross and accompanied by the Cardinals who are first in the Order of Bishops, Priests, and Deacons, goes to the external Benediction Loggia of the Vatican Basilica, and from there, he greets the people and imparts the Apostolic Blessing "Urbi et Orbi."
76. The Conclave will end immediately after the newly elected Supreme Pontiff has given his assent to his election, unless he decides otherwise.
77. Until that moment, the Substitute of the Secretariat of State, the Secretary for Relations with States, the Prefect of the Papal Household, and anyone else who must deal with the elected Pontiff on matters that are necessary at the time may approach the elected Supreme Pontiff. Once the Conclave has concluded, all the Cardinal electors, with the newly elected Supreme Pontiff, may celebrate the Eucharist in the Sistine Chapel.
78. At an appropriate time, as the Supreme Pontiff decides, the solemn inauguration of the Pontificate will be celebrated. Within a suitable time, the Pontiff will take possession of the Patriarchal Lateran Archbasilica, which is the Cathedral Church of the Diocese of Rome and the Head and Mother of all the Churches of the world.
